Capsule of Understanding the SEEA

The System of Environmental-Economic Accounting (SEEA) is a framework that provide a comprehensive view of the interrelationships between the economy and the environment and vice versa. For example, information from the air emissions accounts can be used by the government in the formulation and enforcement of green tax. The tax implementation can offset the negative impacts to the environment due to industrial activity in the production of products and services.

To support the development of SEEA in Malaysia, the Roadmap SEEA for 2016-2020 has been developed. This document is a dynamic document that outlined policies/programmes/initiatives related to environment in Malaysia, governance structure, data requirements, proposed accounts and implementation strategies as well as critical success factors for SEEA implementation. This Roadmap identified four potential SEEA accounts that could be developed in Malaysia namely energy, water, air emission (for energy use) and land accounts (agriculture).
